The Job

  • Take charge and ensure smooth and effective operation of the central purchasing function including tendering, central procurement of goods and services and green procurement to meet the business objectives and performance of the function.
  • Responsible for the arrangement and renewal of office equipment maintenance contracts and other office maintenance services as procured by central purchasing team.
  • Ensure the compliance with all related regulations and best practices in all procurement activities, and all purchasing policies, procedures and guidelines are in place and up-to-date.
  • Review the purchasing processes for operational efficiency and identify opportunities to implement best practices, policies, processes and procedures to enhance the performance of central purchasing function.
  • Responsible for sourcing and reviewing suppliers’ service performance.
  • Responsible for maintaining the systems related to central purchasing function.
  • Deploy, coach and develop subordinates of the purchasing team to deliver added value and continuous improvement.
  • Provide management reporting and key performance data for the central purchasing function.
  • Participate in ad hoc projects or assignments.


The Person

  • Degree holder in Business or related disciplines.  Member of the Chartered Institute of Procurement & Supply (CIPS) would be an advantage.
  • At least 6 years’ solid experience in a purchasing role preferably within a sizeable organization.
  • Sound product knowledge and understanding on various commodities including office facilities, computer hardware and software, office supplies, printing and stationery, uniform, office equipment and furniture, health and medical supplies and building supplies.
  • Strong knowledge in central purchasing service and tendering process.
  • Strong and proven supervisory and people management skills with ability to optimize team performance and development.
  • Strong interpersonal and negotiation skills.
  • Good project management and co-ordination skills.
  • Keen attention to detail and accuracy.
  • Strong presentation and communication skills both in English and Chinese.
  • Self-motivated, independent, responsible and able to work under pressure.
  • Good computer skills, especially data analytical skills.
