The Job

• Coordinate with internal users, consultants, developers, government departments, and service operators in the planning and development of new elderly housing and care-related projects.
• Gather, analyse, and consolidate user requirements and operational needs to ensure projects are aligned with service objectives and future operational requirements.
• Facilitate the incorporation of Ageing-in-Place, accessibility, and elderly-friendly design principles into project development.
• Manage renovation, upgrading, maintenance improvement, and capital works projects for SCRS, TTH, RCHEs, and other SEWS facilities.
• Oversee tender preparation, procurement processes, contract administration, project implementation, testing, commissioning, and handover.
• Monitor project progress, budgets, quality standards, risks, and timelines to ensure successful delivery.
• Liaise and maintain effective communication with internal departments, consultants, contractors, operators, authorities, and external stakeholders.
• Coordinate project meetings and ensure timely resolution of technical and operational issues.
• Ensure all facilities, systems, projects, and contractors comply with statutory requirements, licensing conditions, company standards, and industry best practices.
• Monitor outsourced service operators and contractors to ensure compliance with applicable legislation, professional standards, and contractual obligations.
• Provide professional advice and recommendations on building services systems, including electrical systems, HVAC, fire services, lifts, plumbing and drainage, and other technical matters.
• Recommend and implement improvement measures to enhance safety, user comfort, operational efficiency, sustainability, and service quality.
• Supervise, coach, and develop subordinate staff to ensure work quality, productivity, and professional growth.
• Prepare management reports, project updates, budget forecasts, technical evaluations, and presentation materials for management review and decision-making.
• Undertake any other duties and responsibilities assigned by the supervisor as required.

The Person

• Bachelor's Degree in Building Services Engineering, Electrical Engineering, Mechanical Engineering, Facilities Management, or a related discipline.
• Corporate membership of a recognized professional institution such as HKIE or equivalent.
• Registered Professional Engineer (RPE) qualification is an advantage.
• Registered Electrical Worker (Grade C or above) is preferred.
• At least 8 to 10 years of relevant experience in building services engineering, facilities management, maintenance operations, project management, or capital works projects.
• Proven experience in managing renovation, upgrading, maintenance improvement, and building services projects.
• Demonstrated experience in contract administration, tendering, procurement, budgeting, and stakeholder management.
• Experience in healthcare, elderly care, residential care facilities, social service, or community development projects will be an advantage.
• Strong project management, planning, coordination, and organizational skills.
• Strong analytical, problem-solving, negotiation, and decision-making abilities.
• Solid knowledge of building services systems, including electrical, mechanical, HVAC, fire services, lifts, and associated statutory requirements.
• Good understanding of contract management, procurement procedures, and facilities maintenance practices.
• Excellent communication, interpersonal, report-writing, and presentation skills.
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Ability to manage multiple projects and stakeholders simultaneously.
• Good command of written and spoken English, Chinese, and Putonghua.
