The Job 

  • Lead the preparation, issuance, and evaluation of tenders for carpark operators and EV charging service providers, and administer related contracts. 
  • Manage asset disposal exercises, including planning, coordination, and execution to maximise value and ensure compliance. 
  • Participate in the design and build stage of new developments (20+ carparks) to ensure operational efficiency, system readiness, and commercial optimisation. 
  • Oversee the performance of over 50 existing carparks, ensuring effective operations, revenue optimisation, and compliance. 
  • Manage and monitor carpark and EV operations with strong commercial acumen and in-depth operational expertise.
  • Oversee budgeting and financial performance, including preparation of annual carpark income budgets and control of income and expenditures. 
  • Report to panel on all matters relating to carpark and EV income, including tender awards, fee adjustments (monthly/hourly parking and EV charging), and operational performance. 
  • Develop and implement marketing initiatives to enhance utilisation and revenue of carpark facilities. 
  • Ensure compliance with land grant conditions, Deed of Mutual Covenant (DMC), Sub-DMC, and other statutory or contractual requirements. 
  • Coordinate with internal departments, property managers, Incorporated Owners (IOs), and Owners’ Corporations (OCs) on operational and contractual matters. 
  • Oversee installation and operation of carpark systems, including integration with third-party systems (API integration preferred). 
  • Perform any other duties and responsibilities as assigned by senior management from time to time.
 

The Person 

  • Degree holder in Surveying /Business Administration /Marketing or equivalent
  • Holder of Property Management Practitioner (PMP) Tier 1 Licence is preferred. 
  • Minimum 10 years’ relevant experience, with strong exposure to carpark operations (experience in Sub-DMC carparks preferred). 
  • Proven experience in asset disposal is required. 
  • Strong commercial sense with solid track record in managing carpark performance. 
  • Sound knowledge of carpark systems, including installation and operational integration. 
  • Familiar with DMC, Sub-DMC, and land grant matters, with full understanding of compliance requirements.
  • Strong ability to work independently with good problem-solving and coordination skills. 
  • Marketing experience in the carpark field with ability to drive revenue performance.
  • A candidate with less experience may be considered for an Assistant Manager position.
